Pennsylvania's Neighborhood Assistance Program (NAP) runs on a fiscal-year calendar. Credits are allocated annually, and once the application window closes on May 29, 2026, businesses must wait until the next fiscal year to apply. For companies evaluating their FY2026–27 Pennsylvania tax strategy, the window is closing.

What Happens on May 29

The Pennsylvania Department of Community and Economic Development (DCED) stops accepting NAP/SPP applications for the FY2026–27 credit cycle on May 29, 2026. Applications submitted after that date will be considered for the following fiscal year — meaning the credit would not apply until FY2027–28.

For businesses that want to apply the 90% credit against this year's Pennsylvania state tax liability, the decision must be made now.

The Two-Week Application Process

The NAP application is not complex, but it requires coordination between your business, Front Porch Cohousing, and DCED. Here is the typical timeline:

Decision & commitment

Your business confirms the contribution amount and intent to apply for the NAP credit.

Application preparation

Front Porch Cohousing provides the required documentation. Your CFO or tax advisor completes the business portion of the DCED application.

DCED submission

The completed application is submitted to DCED. Processing typically takes 5–10 business days.

Credit confirmation

DCED issues a credit certificate. The contribution is made and the credit is applied against your Pennsylvania state tax liability.

The Credit in Plain Numbers

Through the Special Program Provision (SPP), contributions to Front Porch Cohousing qualify for a 90% Pennsylvania state tax credit. A $100,000 contribution generates a $90,000 credit — reducing the net cost to $10,000. A $25,000 contribution (the Satell Institute Founding Sponsor minimum) generates a $22,500 credit, for a net cost of $2,500.

What Your Contribution Builds

Front Porch Cohousing is building Hilltown Oaks — Pennsylvania's first neuroinclusive planned community in Hilltown Township, Bucks County. Seven adults with autism, Down syndrome, cerebral palsy, TBI, and other I/DDs will own equity in their homes and live alongside neurotypical neighbors in a planned community designed around the PORCH℠ Framework.

Founding Sponsors have their names permanently inscribed on the community walkway. The Satell Institute Founding Sponsor Program is structured around a $25,000/year, four-year commitment ($100,000 total). Spots are limited to 10 founding CEOs.
